War Risks Rating Committee (WRRC)

Prior to 2004, the London marine market maintained the War Risks Rating Committee (WRRC) which produced War Risk Rating advice.  In the late 1990's this committee became a sub-committee of the Joint Cargo Committee, but with changes to EC and UK competition Law, the activities of the committee were suspended, and the committee was formally disbanded and the Schedules withdrawn in 2004.

Post 2004 - Establishing the GCWL

At the time that the JCC announced the decision to disband the WRRC, it indicated that it might, in future, from time to time advise the market of areas/countries which it considered to offer an enhanced risks associated with war and strikes coverage for goods in transit and/or storage and/or other static exposures.

Formal notification of new arrangements in this regard were announced in September 2004 under circular JC 2004/039, which can also be accessed via the following Link:

The circular included an initial list, compiled following input from an independent security organisation, referred to as the JCC Global Cargo Watch List (GCWL).  The circular also incorporated a War and/or Strikes Premium Clause which underwriters could adopt on contracts where they wished to utilise the list.
